Arthur “Howell” Andrews age 75, a resident of Baton Rouge, passed away on March 23, 2022 after a brief fight against cancer.

Born and raised in Baton Rouge, Howell was a graduate of Broadmoor High School where he was a member of the Tackle Corps of the football team.  He obtained his Bachelor of Science from Northwestern State University and his Juris Doctorate from Louisiana State University School of Law.  He served in the Marines as a reservist at Camp Pendleton, California, was placed on active duty as a Radio Operator, and earned a Rifle M-14 Expert Badge.

An attorney for over 50 years, he clerked for District Judge Elvin Ponder and was a partner at Franklin Moore & Walsh before running a private practice for over thirty years.  More recently, Howell was a Senior Associate Parish Attorney for the East Baton Rouge Parish Attorney’s office.  Career highlights include arguing Foremorst Insurance Company v. Pansy F. Richardson , 457 US 668 (1982), before the United States Supreme Court.  He made numerous appearances before the Louisiana Supreme Court, the U.S. Court of Appeals, Fifth Circuit; and the U.S. District Court, Eastern, Western and Middle Districts of Louisiana .

Howell was an avid outdoorsman.  He was a long-time member of Indian Bayou Hunting Club (Butte La Rose), enjoyed his many hunts in Missouri with friend Steve Seaton, fished the Atchafalaya, Barataria Bay, and many others.  Howell had also worked as a boiler maker and commercial fisherman.  He was an award winning beekeeper and a gifted chef. He was a dedicated LSU Baseball fan and season ticket holder, attending most games with his son, Forrest. Howell never met a stranger and was a great friend to many.

Howell married Elaine McFarland on December 14, 1977 at Trinity Episcopal Church where he served on the Vestry and its school board.  He also attended services at The Journey Church. Howell was a member of the Baton Rouge Bar Association, The Louisiana Defense Council, and The City Club of Baton Rouge.

Howell is survived by his wife Elaine; his five children, Michelle Noonan and husband Kevin, Molly, Hunter and wife Katie (Penton), Forrest, and Fielding; four sisters, Marilyn Jones and husband Lloyd, Carolyn Jones and husband Donald, Sr., Julia Nelson and husband Patrick, and Mary Andrews; his grandchildren Cooper, Madeline (Noonan), Scarlet, McNeil, and Dolly; and numerous cherished relatives and friends.  He was preceded in death by his parents Arthur Cato Andrews and Gladys Roshto Andrews Ruiz; and two sisters, Jessie and husband Cecil Bourgoyne, and Sara and husband Riad Boulos.

Visitation will take place at Resthaven on March 31, 2022 from 5:00 p.m. to 8:00 p.m. and on April 1 at Trinity Episcopal Church from 9:00 a.m. to 10:00 with the funeral service directly after. Burial will follow at Redwood Cemetery in Slaughter, Louisiana. Pallbearers are: Fielding Andrews, Forrest Andrews, Michael Boulos, Philippe Boulos, Brent Jones, Donald Jones, Jr., Colin Nelson, Kevin Noonan, and Cliff Shrader. Honorary Pallbearers are Sumpter B. Davis, III, Donald Jones, Sr., Lloyd Jones, Patrick Nelson, and Richard Reed.

In lieu of flowers please make donations to Families Helping Families of Greater Baton Rouge or The Hospice of Baton Rouge in Howell’s name.
