Joyce Ann Dugas Joubert passed on to her eternal reward on Sunday, May 4, 2025. She was born March 16, 1932, in Balboa, Panama – a district of Panama City, located in the Panama Canal Zone. She was the fourth of five children born to John Raoul Dugas and Eliska Braud Dugas. A graduate of Balboa High School in 1949, and Canal Zone Junior College in 1951, Joyce was active in the band, orchestra and choir, as well as participating in volleyball, baseball, and softball. Joyce entered the workforce at the U.S. Army Headquarters (USARCARIB) in Fort Amador, C. Z. in the Machine Records department, then transferred to Troop Movement. In September 1955, she married Herbert J. Joubert, Jr. Upon his discharge from the U.S. Navy in 1956, they settled and made their home in Baton Rouge. She worked for the Baton Rouge Police Department, retiring in 1987, after 30 years of dedicated service as a civilian supervisor in the Traffic Records Division.
Although Joyce was not blessed with children, she was the proud godmother of five godchildren. She often expressed appreciation of family and friends who were there for her, calling them her guardian angels, especially her nephew Ronald Broadbent and his wife Gloria, and her nephew Russell Broadbent, who were her only close relatives in Baton Rouge, and included her in family gatherings.
She was preceded in death by her parents; husband, Herbert J. Joubert, Jr.; sister, Dorothy Dugas Broadbent; brothers, Ralph James Dugas, Norman August Dugas, and LeRoy Dugas; beloved nephews, Mark Paul Dugas and Wayne Dugas; and great-nephew, Sean Christopher Dugas.
Joyce was a member of the Amite River Boat Club and the Gonzales Boat Club, and in later years The Camping Cajun, an RV group with members from all over Louisiana. She was a long-time parishioner at St. George Catholic Church, serving as secretary with the St. George Conference of St. Vincent de Paul for 25 years (since 1989) and was recognized by SVDP District Council on her 25th anniversary date. Joyce actively participated in bible study groups at St. George since 2006, and in their senior’s group, Golden Oaks, since its founding in 2009.
She and Herbert spent time on the waterways of the Amite River and had a camp in Grand Isle, where they enjoyed deep-sea fishing. She loved the ocean and went on many Caribbean Cruises. Joyce loved to sing and had a passion for music of every kind, with a large collection she loved to share with friends and family. She was active in a weekly Bridge Club for many years. In her earlier years, she and her sister Dorothy were fascinated with postage stamps. Her interests in American history prompted her to share her proud Cajun heritage and she was instrumental in the preparation of a Dugas genealogy, which dated back eleven generations, to the Acadians from Nova Scotia.
The family would like to give a special thanks to her caregivers, Tamara Lagarde, Sharlene Stokes, and Regina Felton, for their love, support, and care.
